Five facts determine the control route

  1. The urban operation

    Describe whether the proposal involves construction, reconstruction, alteration, extension, demolition, use or another operation. A commercial label is not enough to classify it.

  2. The exact property and current plan

    The PDM and any more detailed instrument frame uses and parameters for the location. A municipality-wide statement does not decide the parcel.

  3. Location-specific restrictions and opinions

    REN, RAN, heritage and other mapped or statutory constraints may introduce separate checks or competent authorities. A map signal must be confirmed for the exact project.

  4. Existing titles and prior approvals

    An existing building or previous decision can affect the route, but only within its scope and after comparison with the present property and proposal.

  5. The legal version and case stage

    Decreto-Lei 108/2026 is in force and changed the RJUE from 3 August 2026; Article 12 contains transitional rules. Confirm which current or transitional treatment applies to the actual case.
