A small-looking project is not automatically exempt, and an online explanation cannot choose the procedure for the Câmara. Define the existing facts before choosing a procedure
The lawful building, intended use and proposed works are three separate checks.
A building can exist physically without a complete municipal file, and a lawful existing state does not automatically approve a new use or alteration. Start with the archive, describe the proposal and ask for the current route in writing.Three questions shape the official route
What is lawfully established today?
Collect licences, authorisations, plans, exemptions and archive references for the exact building. Age, tax registration or visible occupation alone may not answer that question.
What use or physical change is proposed?
State occupancy, footprint, area, height, structure, services and site works. Product names and informal labels are not a complete description of the operation.
Which current municipal procedure applies?
Ask whether prior information, licensing, prior communication, legalisation or another route fits the documented facts, and which specialist opinions remain separate.
