What matters beyond the factory label
Describe the finished operation on the land, not only the manufacturing process.
Use and occupancy
State whether the proposal is a dwelling, occasional accommodation, guest use or another activity. The intended use helps frame the applicable planning and use questions.
Permanence and actual mobility
Explain how long the units will remain and whether they can realistically move once assembled and connected. Transportability at delivery is not the same as day-to-day mobility after installation.
Modules and on-site assembly
Record module count, final dimensions, joining method and completed layout. Why it matters: the authority reviews the resulting proposal, not only each transportable component.
Foundations, platforms and ground contact
Show slabs, footings, piles, supports, decks, levelling and retaining work. These facts describe integration into the plot and the site work required.
Utilities and infrastructure
Document water, electricity, wastewater, drainage, access and parking. Connections and autonomous systems must be assessed as real parts of the proposal.

Promoted as relocatable
A unit marketed as movable or temporary
Show actual mobility, intended duration, supports, connections and what remains on the land. Do not turn the marketing description into an exemption.
Can the installed arrangement genuinely move without dismantling works or services?
Several modules or homes
A multi-unit, guest or commercial proposal
Add capacity, common areas, circulation, parking, infrastructure and operating use. The scale and activity form part of the official classification question.
How many users, units and shared facilities are proposed?
A compliant product can still be the wrong proposal for a plot
Exact parcel and current plans
Check current parcel documents, PDM rules and location-specific constraints. A technical specification cannot confirm what the territorial rules allow on a particular plot.
Siting and parameters
Mark the building position, dimensions, height, setbacks, access and external works. Ask the Câmara which current parameters and procedure apply.
Technical project file
Have the manufacturer’s information translated into the drawings and technical documents required for the actual project. Product paperwork does not replace site-specific professional work.
Changes after a response
A municipal response to one location, use and design does not automatically cover a different plot, extra modules, altered foundations, services or longer permanence.

Define the completed proposal
Fix the unit count, use, final dimensions, permanence, assembly, foundations, services, access and site works.
Identify the exact plot
Collect current registry and tax documents and prepare a siting plan tied to the real parcel.
Recheck the post-transition law
Use the current consolidated official wording and ask how any transitional rules affect the intended filing or decision date.
Obtain the municipal route in writing
Ask which planning-control or information procedure applies and which project documents and consultations are required.
Make the supply contract conditional
Align specifications, payment stages and cancellation risk with the verified plot-specific route; a supplier’s general assurance is not a municipal decision.

Did a court decide that every module is a building?
No. A 2023 administrative-court decision found that prefabricated modules intended for human use could constitute buildings without masonry-like permanence. Its facts do not automatically classify another product or siting.
Should I request a PIP before ordering?
A PIP may help with a sufficiently defined proposal, but do not assume it is always the correct route. Ask the municipality which current procedure fits and what detail it requires.
Can I rely on the supplier saying no licence is needed?
