IMT
The municipal tax on onerous transfers of Portuguese immovable property, calculated under the rules and facts applicable to the acquisition.
Imposto do Selo
Stamp duty; the property acquisition has a separate table rule and assessment from IMT even when the same tax base is used.
VPT

The seven inputs behind an IMT calculation

Fix these before comparing a result with the official tables in force on the completion date.

  1. The buyer

    Record who acquires the property and every taxpayer condition relevant to the assessment. Why it matters: a generic calculator cannot confirm that the buyer meets a relief or special condition. AT issues the assessment from the declared facts.

  2. The property’s documented nature

    Use current property records to distinguish the category being acquired. Sales wording is not enough; the applicable tax treatment follows the transaction and official property data.

  3. Purpose of the acquisition

    State the legally relevant intended purpose rather than assuming all land uses receive the same treatment. Confirm how the purpose must be declared and supported.

  4. Contract or transaction value

    Use the value in the actual transaction documents. Side estimates and asking prices do not replace the declared acquisition value.

  5. Taxable patrimonial value (VPT)

    As a general rule, IMT uses the higher of the transaction value and VPT. Confirm the current tax record and the precise base used in the official assessment.

  6. Completion date and any relief

    Rates, bands and conditions must be those in force for the actual acquisition date. Test any exemption or reduction separately and retain the official recognition or assessment.

  7. Non-resident acquisition exclusively for housing

    Current Article 17(10)–(12), added by Decree-Law 97/2026, can apply a 7.5% rate within its defined scope to certain urban acquisitions exclusively for housing by non-residents. It also sets specific exceptions or correction routes, including conditions concerning tax residence within two years or qualifying rental. This is not a rule for all non-residents, rustic land or every purchase; have AT or a qualified tax professional match the exact property, buyer, purpose, timing and documents to the current paragraphs.

    Use the lender’s current FINE and written offer for valuation, security, fees and other credit costs. A generic land budget cannot predict them.

    Request written scope and quotations for legal, tax, technical, survey or other professional review required by the transaction.

  5. Physical and property-specific costs

    Budget separately for investigations, access, boundaries, utility connections and future works that the real plot may require. Only current documents and quotations can price them.

  6. A clearly labelled contingency

    Keep uncertainty visible as a planning allowance, not a claimed fact or guaranteed maximum. Update it as documents and quotations arrive.

A safer route to a completion-ready budget

  1. Fix the transaction inputs

    Record buyer, tax status, property nature, purpose, price, VPT and intended completion date.

  2. Check the current official tables

    Use Article 17, practical IMT tables and the stamp-duty table in force for the date; test reliefs separately.

  3. Fill every non-tax cost bucket

    Obtain current service fees, the lender’s documents and written professional or technical quotations.

  4. Obtain the official tax assessment

    Declare the complete facts through the Tax Portal and obtain proof of IMT payment or exemption and stamp-duty payment for completion.

  5. Reconcile the budget before signing

    Compare assessments, fees, quotations and transaction documents and obtain professional review where residence, relief or another exceptional fact makes the treatment uncertain.
