Why this matters
Land & Planning
Imagine you have found a plot in Portugal and want to know: “What could I actually do here?” This is where plans such as the PDM and restrictions such as REN or RAN start to matter. They help you understand how the land is classified and which rules may need to be read together—but one map colour is never the whole answer. Use these guides to find the document or check behind the unfamiliar name, then connect it to the exact plot and your real proposal. The simple rule: The map gives you a clue. The current rules, restrictions, exact land and intended project give you the question that must be confirmed.

Read the rule chain in the right order
Start with the current plan, then place the exact proposal inside it.
A colour on one map is only a starting point. Planning confidence comes from joining the current municipal plan, every relevant restriction, the real parcel geometry and a proposal precise enough for the competent authority to assess.Three questions keep the planning check grounded
Which plan and version are actually in force?
Use the complete written and graphic plan set, amendments and publication record. A portal screenshot or old estate-agent plan cannot establish the current rule.
Which restrictions touch the parcel or proposed works?
Check the exact location of the building, access, earthworks and services—not only the parcel centre—against REN, RAN and other applicable official layers.
What concrete operation are you asking about?
Use, footprint, height, access and infrastructure can change the official answer. A general wish to build is not the same question as a defined proposal.
