  1. The plan's adaptation status

    Confirm whether the municipal or intermunicipal plan included the current classification and qualification rules across the whole municipality by 31 December 2024. A revision procedure in progress is not automatically the plan in force.

  2. The provisions and areas affected

    Article 199(3) addresses norms for urbanisable or programmed-urbanisation areas. Article 199(7) also provides for the competent CCDR to identify affected provisions after hearing the municipality. Obtain the actual record instead of assuming the whole PDM is suspended.

  3. The legal ground for an exception
